CITY OF MILWAUKEE-WATER PLANTS SCADA UPGRADESContactBasins

Eclipse Controls Inc. along with Donohue & Associates implemented a new high speed Ethernet network system at Linnwood and Howard Avenue Filtration Plants to serve as the network backbone for in-plant controls. The network is separated into two parts: Process Network and Information Network. Remote sites will communicate to the Howard Plant through a wireless Ethernet network. Central SCADA will be located at the Howard Plant and will manage the City-wide process control system that will include the Linnwood Plant, Howard Plant and remote sites.

MMSD-JONES ISLAND PLANT WIDE INSTRUMENTATION AND CONTROL UPGRADE

Eclipse provided Allen Bradley Control Logix® Programmable Logic Controllers (PLCs) with a redundant Ethernet network system that includes fiber optic backbone, switches, servers, GPS time sync unit, Industrial Workstations and PC based workstations. This equipment replaces the existing Bailey Network-90 DCS and many associated Area and Local Control Panels. The project included new PLC’s and upgrade of existing PLC systems, panel fabrication, base level configuration and applications engineering, Loop Controllers, HART based instrumentation, Bentley-Nevada machinery protection systems, factory / site acceptance testing and commissioning services. Instrumentation technologies include microwave density, radar and ultrasonic level, flow, temperature; weigh belt measurements and gas flow computers.

CITY OF INDIANAPOLIS SOUTHPORT ADVANCED WATER TREATMENT FACILITY

Eclipse provided Allen Bradley Compact Logix® Programmable Logic Controllers (PLCs) with a redundant Ethernet network system that includes fiber optic backbone, switches, Industrial Workstations and PC based workstations. This equipment replaces the existing Bailey Network-90 DCS and many associated old Pump Control Panels. The project included new PLC’s and upgrade of existing PLC systems, panel fabrication, and applications engineering.

CITY OF INDIANAPOLIS LIFT STATION 101 (BRIDGEPORT)PLC

Eclipse is currently providing design engineering services for the new Lift Station, including control wiring diagrams, instrument selection, loop functional specifications, digital system layout, I/O point table, and construction contract documents. The Bridgeport Lift Station will communicate to the Belmont AWTP through a wireless Ethernet network.

WET WEATHER CAPACITY IMPROVEMENT/PHASE 1

Milwaukee Metropolitan Sewerage District   Eclipse provided the controls for this process upgrade project at Jones Island. Work involved engineering, supply, installation, testing, documentation and start-up of the Process Control System. Hardware included 8 Redundant Allen Bradley ControlLogix® PLC systems, two redundant Ethernet networks and operator interface / Historian systems by Intellution.

TURBINE DAMPER REPLACEMENT

Milwaukee Metropolitan Sewerage District   Eclipse designed and procured new local control panels for operation of the multi-function waste heat dampers for the combustion turbines at Jones Island. The controls were integrated with an existing Area Control Panel and Bailey DSC system and installed with minimal disruption to plant operations.

Milwaukee Metropolitan Sewerage District   Eclipse coordinated all instrumentation and control details with the supplier of two fuel gas compressors. Eclipse authored the detailed engineering drawings; CADEWS control software, and Intellution graphic screens to operate the machines from the current Bailey/Intellution system. Eclipse handled retrofit work on the area control panel, and performed start-up, testing, and training.

OAK CREEK WATER PLANT EXPANSION

City of Oak Creek, WI   Eclipse, as I&C contractor on a $6 million water plant construction project, provided all detailed design engineering, technical drawings, manuals, instruments and PLC hardware, control panels, installation, I&C wiring, device calibration, and SCADA start-up services.

INTERIM PLANT I&C UPGRADE – PROGRAMMING

Milwaukee Metropolitan Sewerage District   Eclipse Controls provided Software and programming modifications to the Plants DCS and PLC system. Bailey Network 90 Distributed Control System (DCS) module configurations, communications (Plant Data Highway), and operations, BCCo. Computer-Aided Design / Engineering Work Station (CADEWS) programming software, BCCo. General Purpose Interface (GPI) programming software, Allen Bradley (AB) PLC-5 and Control Logix Programmable Logic Controller (PLC) module configurations, communications (DH+), and operations, AB RSLogix 5 and RSLogix 5000 PLC-5 and Control Logix programming software, Modicon Quantum PLC module configurations, communications, and operations, Modicon Concept Quantum PLC programming software, Intellution iFix I/O driver configuration, process database and display development, and iClientTS, OSI PI (proprietary) OPC interface configuration, database development and Mountain Systems Prophecy historian SQL Server database development.

INTERIM PLANT I&C UPGRADE – ENGINEERINGFilter Beds

CDM / Milwaukee Metropolitan Sewerage District   Eclipse provided field assessment and control engineering services for the Interim I&C Upgrade Project at MMSD’s Jones Island and South Shores WWTP’s. This involved field investigation of instrumentation to confirm the need for replacement, selection of replacement and new instrumentation, preparation of P&IDs for influent pumping, screening, grit removal, and primary clarification. A review of existing control strategies and requested process improvements was done to determine the required programming within new PLCs and remaining portions of the Bailey DCS.
